No, the number of users is not capped in the cloud edition of Jira, Confluence and Co. You can license as many users as you like across multiple instances. Each cloud instance can contain up to 50,000 licenses. By the end of 2025, this figure is even set to rise to 100,000 users per instance!
Then you will have to purchase a higher license level of Atlassian software, which of course also incurs higher costs. If you have a volatile license requirement, for example due to the temporary use of freelancers, a monthly payment period is recommended. However, Atlassian only offers a monthly payment option for the Cloud Edition. If you opt for the Data Center Edition, you are limited to annual or two-year periods.
