No, the number of users is not capped in the cloud edition of Jira, Confluence and Co. You can license as many users as you like across multiple instances. Each cloud instance can contain up to 100,000 licenses (as of December 12, 2025).
Then you will have to purchase a higher license level of Atlassian software, which of course also incurs higher costs. If you have a volatile license requirement, for example due to the temporary use of freelancers, a monthly payment period is recommended. However, Atlassian only offers a monthly payment option for the Cloud Edition.
Yes, if you choose a monthly payment method, you can also adjust the license packages used for Jira, Confluence and other Atlassian software on a monthly basis in the Cloud Edition.
No, there are no additional costs. You only pay for the additional licenses from the time of rebooking or save money if you cancel them. Please bear in mind that if the number of Jira or Confluence users changes, you must also take into account the licenses of any plugins from the Marketplace.
